Goal
Across France, local governments—whether small towns, intercommunal bodies, metropolitan areas, or regions—face a shared challenge: understanding how climate change will affect their territory and identifying the right levers to respond. Facili‑TACCT is a digital tool meant to help program officers access relevant climate and socio-economic data, build meaningful diagnostics, and engage local stakeholders around actionable, context-specific strategies.

Identifying local vulnerabilities
Facili-TACCT enables local governments to assess how climate change specifically affects their territory. Rather than relying on generic climate change data, the product highlights vulnerabilities in infrastructure, ecosystems, and communities, giving officials a clear picture of where risks are greatest. This localized diagnosis helps prioritize adaptation measures and ensures that decisions are rooted in real, tangible threats that people can understand and act upon at the local level.
Translating data into convincing talking points
Climate data only drives change when it can be translated into convincing talking points that inspire action. Facili-TACCT helps officials move beyond raw data by providing tools to frame messages, build compelling arguments, and engage stakeholders—from elected representatives to community members and local businesses. This approach fosters collective ownership of adaptation strategies. By bridging technical analysis with communication and mobilization, the service ensures that local climate action plans are both technically sound and socially viable.
